How variable are quality of life and cost of living?

Overall, there seems to be more variability in the cost of living than in quality of life in urban area across the different continents. There tends to be less variation in both measures in continents with more developing countries (Oceania being the notable exception to this trend), but higher cost of living and quality of life for continents with more developed countries.
